Preheat the oven: Heat your oven to 350°F (175°C) and arrange a rack in the middle. Spray an 8-inch square pan with non-stick spray and set aside.
Prepare the dough: In a bowl of an electric mixer fitted with a paddle attachment, cream the butter, brown sugar, baking soda, salt, vanilla, and cinnamon on medium speed until smooth.
Add dry ingredients: Add the flour and oats, mixing on low speed until just combined. The dough will be crumbly.
Layer the crust: Divide the dough in half. Press half of the dough into the bottom of the prepared pan, smoothing it evenly with your fingers or the bottom of a measuring cup.
Prepare the topping: Mix the remaining half of the dough with the toasted nuts.
Add the jam and top with dough: Spread the raspberry jam evenly over the dough. Sprinkle the remaining dough and nuts over the jam. It’s okay if the jam shows through.
Bake the bars: Bake for 25-35 minutes, or until the jam is bubbling and the streusel topping is golden brown. Let the bars cool before cutting into squares.
